categories for archers

Is there anything good to spend category points on for a skeleton archer? I feel like rune slots would be better than anything I can think of. Maybe combat techniques?

An archer should learn sling skills (for eye shot, inertial shot and multishot) and a slinger how to use a bow (for piercing arrow and volley of arrows). Both trees are very useful and work for both shooters.
But otherwise no other category is really appealing IMO.

I take it multishot gets better with more ranks? 2x48% is ...

Multishot is great. At level 4 it is 4x70% and at level 5 4x75%. It is much higher than steady shot. It shots several arrows that means that you are well garantied from a hit miss and it has a much better chance to apply the ammo special damage (like freeze).
Inertial shot is also great. You really do not want this berserker to be so close and heave can only be used if a foe is just by you (and can be on cooldown).
And eye shot is slightly less useful with flare, but blinding is garanteed (unless the foe has resists).

The tree that allows you to jump away is good for archers.

This should be made clear in the description for both trees. Pretty much every other weapon tree seems to be specific to that weapon type (e.g. cannot Riposte with a two-hander IIRC). I assumed the sling- and bow-specific trees were the same.

Are archers able to use the slinger tree with a bow and vice versa? or do they have to weapon swap.

There is no necessity for weapon swap. Archer can use slinger skills with their bows, provided they take the corresponding category tree. And vice versa.
