A feature now, not a bug... most artifacts are no longer guaranteed drops by bosses, so you can find them throughout the world.

Incidentally, and sorry if this has been brought up before, is it intended to find artefacts that were originally guaranteed by bosses before you fight them? I found Kor's Fall in the weapon shop at Derth, then had it drop again when I beat the Shade. Just found the Frost Treads up Tempest Peak before entering the Daikara, too... I'm guessing that should forbid Rantha from ever dropping them.

See my post in the Spoiler Section. I think artifacts coming from named bosses should be renamed. It's ok to find Frost Treads anywhere, because it's not really related to a boss (of course in that case Rantha should drop a randart and not the Frost Treads anymore...), but Bill's trunk or Kor's Fall should become something else if found elsewhere.
