Having had the opportunity to check that an old synergy I knew about is still around, I'd like to emphasize bpat's Phase Door rune recommendation with a little extra bit of data.
Any source of Out of Phase buffs stacks with the Phase Door rune. This applies to all characters, but is the most important for Temporal Wardens, given Thread Walk and their many teleports. The critical point: Not only do these additional bonuses increase the resAll the rune is providing, they boost the base duration to 5 turns and refresh the duration of the entire buff on any teleport.
It is entirely possible for a Temporal Warden to maintain 100% Out of Phase uptime for extended fights.

I actually just finished a run that leveraged that same effect here.
Out of phase is baller but appears to have a cap on its effects.
The duration refresh to 5 isn't 5 specifically, but rather the duration of the phase door rune you originally used; having a dur 7 rune is handy even if it's weaker since it'll require less refreshing.

An alchemist doesn't need manasurge. I love teleport on alchemist, but I understand your reservations about it. The core set works if you have a torque of psychoportation.
Rune of the Rift is the best rune by far for your golem. (In addition to double shield + other offensive runes.)
