You're responding to a thread that's been inactive for two years or so, so... yeah.

Any case, near as I've noticed there's no difference in the maj'eyal campaign's tinker spawning rules with the newest version. Not actually sure if it's tied to a steam pool or just tinker class talents in some way, but basically if you have access to steamtech you'll get steamtech drops in the first campaign. If you don't you won't. No tinker drops until you unlock the tinker stuff, unless you start as a tinker class. Tinker drops if you have.
