I think of speed/turns as fractional values (which isn't actually accurate, as a 'turn' is actually an amount of time, with a frame of reference outside of the character).
Something like:
1000 points per turn are generated at 100% global speed
Movement takes 1000 points at 100% movement speed.
I'm slow, so I take 1200 points per step (80%), or 1.2 turns per step.
As a result, I take five steps every six turns, or a normal 'person' could take six steps to my five, effectively making it impossible for me to run away without skills/infusions.
This is a bit simplified, but is closer to how it actually works than straight up turns or the action cycle that Nethack uses.
