Silly question about Tidal Wave

Erm... How does this spell work..? I tried zapping my wand of it, even tried standing on (shallow) water, but I don't see it doing any damage..

It is a time (or turn) based spell, it creates a "wave" centered on where it was cast, with a radius which varies according to the power of the spell. it expands about 1 square a turn (like a ball effect but only affecting the outer rim) and any monsters in it take some damage and are pushed back (note there is a bug here, they are pushed away from the player and not from the wave, so if you move they can be pushed into the wave more.)

[EDIT] oh, and it doesnt matter what type of terrain you stand on either.
