Apparently, HPSystemEventUtilityHost.exe, which comes on Windows 10 HP computers, will prevent ToME from recognizing when Caps Lock is pushed when chat isn't open ever since said .exe updated to v.1.5.6.0 . That is, you'll still be able to use caps lock for chat, but you won't be able to use it as a hotkey, for example, to enable map scrolling.
Ending said .exe in Task Manager will fix this bug.

An update to this; it seems like HP released an update to the .exe, so I'm not getting the problem anymore. Consider this bug to be fixed.
