So, according to Erenion, the Fire Stun damage type's stun chance depends on mindpower, due to being mostly a mindslayer damage type.
However, the item really is very magic themed, granting spellpower and dealing damage on hit based on your magic power.
If, what Erenion claims is true, this item's damage type is just nunfunctional.
