I should also point out that given that it's the "sceptre of the ARCHLICH," perhaps it should instead grant +0.10 to the Lich racial category. Just a thought...

Yes, I can concur. Additionally, it is rather underwhelming compared to some of the random artifacts (Orange) I have found, even with the ring.
