Where's The Booze?
Eyal is a shitty, shitty place. *Gestures at signature.* While my signature might be going a little far, there's no denying that the world is - up in ToME. So where do people go to get hammered? There's not much of a chance that every last person in Eyal knows better than to drink worries away, so there must be a good market for it. However, pulling up the shop list for Last Hope from the wiki, notice what's missing:
Hormond & Son Plates (heavy armor)
Rila's Leather (light armor)
Toxar Alchemical Tailor (cloth armor)
Herk's Cutting Edge (swords)
Yulek's Tools of the Night (daggers)
Vortal's Trees Choppers (axes)
Raber's Blunt Paradise (blunt weapons)
Dala's Far Reaching Implements (ranged weapons)
Sarah's Herbal Infusions (infusions)
Sook's Runes and other Harmless Contraptions (runes)
Library (lore)
Urthol's Wondrous Emporium (assorted, after completing Trapped! quest)
That's right, liquor store. The only place that might reasonably stock it is Sarah's Herbal Infusions, but herbal infusion in drinnk form is more likely to be tea. (Hops are technically herbs, though, so I guess beer does count as an herbal infusion.)
Admittedly, I don't think a player is too likely to drink his troubles away since he has such a nice battleaxe to solve issues, but what about celebrations? I mean, when I finish killing a dragon on Daikara, what'd be a better finish than traveling back down the mountain, stopping by in Derth and getting plastered while telling stories about it to awed townsfolk?

Maybe Eyal is such a hellhole precisely because of a lack of lubricant.

It's self-preservation! You weren't around the last time DarkGod imbibed and started drunk-smiting random characters while screaming things like, "I need blood and pain to fuel my code!", "the RNG chose you!

The truth is, your adventurer is heavily underage, so no one will tell them about the booze store.

You can't have booze in Eyal or otherwise the Cursed and Doomed classes would just drink their problems away and then we couldn't play as them

I always assumed it was pure liquid battlecocaine. I'm aware that doesn't exist, but neither do Archmages. 
Fair point though. The only booze in Eyal is a legendary artifact held by some terrible monster. The Drunken Gnome Illusionist comes to mind.
As for Mankeli... Magic people care. They don't get any of nature's drugs.

Somebody ought to take the "corrupted" oozemancer to rehab though, judging by his actions and looks that guy has "enjoyed the natural gifts" too many times already.

That's actually what finding Sludgenest is. One of his slimes realizes he needs some help, so they contact a specialist, someone who's been doing great deeds all over the world.
Of course, being a slime, its not smart enough to realize all your great deeds consist of murder. To be fair, though, you do help him quit cold-turkey. *Evil grin*

I stand corrected. At least for me, though, the rescue is entirely incidental. I rescue merchant man because there's more death involved in killing all the bandits and he gives me items that help me murder people even better, and I don't actually rescue Melinda. Gotta get that sweet demon loot.
You forgot dealing with Ben Cruthdar, though. It only involves one homicide, and he even wanted it, so that's all around good. It does, however, set a precedent for mercy killing, and considering how badly addicted Old Oozy was...
For me, though, I wipe out the entire village after Ben. So really, not only were they asking to have Oozy McGoneInsane killed, they were signing their own death warrant too.
