Morgoth not spawning after killing Sauron?

I've been on level 100 of Angband a dozen times now. Not sure what the deal is - quest description says Angband, spoilers say level 100.

edit: just to be precise, farmed sauron till he dropped the ring, destroyed the ring, killed sauron on mt. doom, went back to Angband (no Morgoth!).

He will eventually show up. I generally drop down a few levels and then stair scum until I see or hear him tunneling.

There is no staircase past 100 (or at least till he is dead I think) - I've stair scummed with sense monsters (playing a high-elf sorcerer, yes it's super cheesy) but to no avail - what happened to debug commands to peek into creature creation - can I see if he is being generated? The info file has level=100/rarity=1 so I'd think he would be a mandatory spawn.

In 2.3.x Angband goes to around 125 (I don't remember he exact number) and is not dependent on killing anyone. I go down to 105 or so when I am looking for Sauron.

It usually takes me several levels to find him. Even if he is spawned, he might be too far away to detect or to come looking for you. He can also be spawned inside a vault with impermeable walls and not be able to get out. It is easier to stair-scum.

It's 2.40 I think? Playing the "Theme" version (which is just some different artifact names and a more middle-earth type wilderness map?). Not sure if i the 2.4 save file might work for 2.35 but I may try that if I can't get him to spawn.
Also definitely no down stair case past 100 in this version.

edit: found him!
edit2: Ok I realized Galadriel is still in Lothlorien, she just doesn't give the normal quests anymore.

In Theme he isn't in Angband, as I assume you found out.

It is a good idea to mention what version and mod you are playing...
