B33 Windows Build Win & cannot define Keybinds all keys UC

Running Build 33 when trying to define Keybinding all keys appear as upper case, and cannot create new keybindings ie. cannot define {Ctrl}{l} to open the lua console ingame.

This is getting fixed (and upper-case in this case doesnt mean actual upper-case, just the letter itself)
