If there is a loose sand wall in the zone (usually in Sandworm Lair) which has collapsed (was dug by whatever), a turn will actually take 110% of the usual amount.
This can clearly be seen by digging a wall while a long cooldown (20+ turns) is going on and then just waiting. (Note: you need to remove the burrowers via devmode or you won't have a comparison since they'll keep digging walls)
