Apprentice Mage Accepts Plot Items

The Apprentice Mage for Angolwen can accept Plot and Quest items that are powered by Arcane resources. Currently, this affects only the Cloak of Deception (which can come up only if you get the lasting effect from the Sher'tul fortress and then take it off and talk to the Apprentice Mage) and the Corrupted Heart of the Sandworm Queen, so it is at most a fairly minor bug.
