When resting most talents will wait for their cooldowns to reset before you finish resting. However if a talent is set to auto-use it will be ignored when resting. This means you must manually wait the remaining turns for that cooldown, which is riskier because resting will be interrupted when you see enemies.
This can be avoided by disabling auto-use then resting then re-enabling auto use, but this is far more tedious than just using the talent normally. So auto-use is more or less unavailable for talents with long cooldowns (Dwarves 'Resilience of the Dwarves' is a good example).

I think Auto-Use talent were just blanket excluded from the Rest waiting because an Auto-Use talent with no condition would cause infinite resting.
That said, it would seem safe to allow Resting to wait for Auto-Use talents that do have a condition (such as in combat, enemy seen, enemy adjacent). I think it's likely those options were added later and the original logic was never changed, but I don't know for sure.

That makes sense, I was not thinking about infinite resting as I almost never use unconditional auto-use.
