Investing points into Steamtech/Engineering > Innovation takes off your bikini / mankini so it can update the stats (it's not master / steamtech, so nothing gets updated). This causes the one achievement to be unattainable.
Proposal:
Innovation only removes/updates equipment that it affects (or doesn't remove that flag).
