When choosing a talent or talent category reward from an Escort or from the Old Psi-Machine in the EoR campaign, the game doesn't want you to waste the reward by choosing a talent that's already at max level, or a talent category that you've already got. So it doesn't show the option for that talent or talent category in those cases.
You have the option to give the reward to a party member meeting certain conditions (e.g. Alchemist golem, Worm that Walks, Mecharachnid).
The problem is that, from what I can tell from reading the code, the game checks whether the option should show up based on what talents and categories the main character (or perhaps whoever you are controlling at the time?) knows, before you get the option to choose who the reward should go to.
So an option could show up because it would have an effect for the player, but they could give it to their minion, and have it not do anything because the category was already known (or the talent was already at max level), thereby wasting the reward.
Or an option could not show up because it would have no effect for the player, even though their minion could get a benefit if they gave it to them.
To fix it, I guess the code could be rearranged so that the recipient of the reward is chosen before the specific reward is chosen? But that might have other issues.
