If you see water everywhere where it shouldn't be (generally replacing a lot of grass tiles on world map/certain dungeons) or random white boxes where other things should be, then you're subject to a pretty long standing shader issue affecting various graphics processors. The first thing to do would be to make sure your ToME is running on DEDICATED GPU, not the integrated one. The patch 1.7.3 changed a lot of people from dedicated to integrated gpu so checking it is paramount. The instructions for this are as follows:
1. Open nvidia control panel
2. Manage 3d settings
(3. Program settings -> ToME)
4. Preferred graphics processor (or OpenGL Rendering GPU)
5. Select your dedicated GPU
Step 3 is optional, omitting it will change the global setting for your machine, making all programs use dedicated GPU.
If this did not fix the issue OR you have no dedicated GPU, then turning off Advanced shaders in ToME options will generally fix it (but also turns off various other shaders that you might wanna keep on)
1. Esc
2. Video options
3. OpenGL Shaders: Advanced -> disable
4. Restart ToME
If you wish to keep rest of the shaders active, then using https://te4.org/games/addons/tome/water_render_fix addon will disable just the problematic shader while leaving rest intact
