[1.7.2] Bleak Outcome Doesn't Give Extra Vim

It's possible I'm misunderstanding the game mechanic, but Bleak Outcome on Demonologist does not appear to be working properly.

The talent states it should be giving 100% more Vim for each stack, but it seems you are only getting a normal amount of Vim per kill regardless of the number of stacks of the debuff.

Edit: With more testing it seems that it sometimes works, but it is very intermittent.

Same here, I only get some stack' worth of vim per kill, but definitely not all.

I looked again and I think there might be a problem with the displayed vim value. The tooltip states it's 30% WIL + 1 adjusted by rank, but I'm seeing 12 for normal creatures with 10 WIL, and I think I'm supposed to see 4. In that case it might be that bleak outcome does work, it's just the wrong vim value that makes me expect more vim out of it.
