Wave of Power tooltip and actual range are different.

I don't know if it happens at earlier breakpoints but noticed the issue for the 7range breakpoint. If I have 46str(that's my current base str, without any str gear), the tooltip will say the range is 7, however the range is still 6. I need to add 6 str to get 52 and hit the actual 7 range breakpoint(I checked all the values inbetween and none of them increased the range). The tooltip still say 7 with that much too so it's not a +1 thing. If I add even more str, once I hit 59, the tooltip says it's now 8range, but as expected, I can still only hit 7 range. I don't have any str gear to check at what point it actually switches to 8 though but I'm expecting around 66 or so.

I tried checking the code but that's beyond my ability to understand on this so not sure why it does that.
