[1.7.2] cunning req for shields for non-skirmishers

i, a bulwark, have a non-item-vaulted shield in my inventory that requires cunning to use instead of strength
my character is orvan the skeleton bulwark

this shield presumably requires cunning to use because this shield had presumably been equipped by a skirmisher NPC

however, I now am unable to use it because I don't have enough cunning to equip it
