Aether Permeation requirement and Fearscape spell

In the patch notes, as well as in the code as far as I can tell, the Fearscape spell should unlock the requirements for Aether Permeation, but it doesn't. I checked Tannen's Fearscape which was added at the same time and does unlock properly, the bug seems to only affect the Fearscape spell(I tested both a monster fearscaping me and me casting it).
