1.7.0 special shield on hit effects don't proc at range

Special shield on hit effects like earthen fury or the Blackfire Aegis damage proc do not happen with Capacitor Discharge, Lightning Web or Magnetic Field when the enemy is not in melee range. Normal damage procs like +7 nature on melee or the +15 light burst from Summertide Phial do happen.
