Posted about this before (here), but I've tested more and force_level definitely has no effect for many talents.
The code I'm using in the console is
game.player:useTalent(game.player.T_MANATHRUST, game.player, 1, true)
No matter what the level is (including if I use false instead of a number), the damage is always the same. If it's a talent I don't know, it seems to be level 0 damage, if I do know it, it matches the damage for the level I know it at.
This seems to happen for any targeted talent, I tested illuminate in addition to retesting bellowing roar and both of those are affected by force_level.
