[1.6.7] Wand & Totem Not Working With Through The Crowd On

I've got a level 31 human lich necromancer I've been playing and I just got Through the Crowd.

I have a healing totem and a wand of shielding which both apply to me and all friendly creatures in 10 spaces.
For whatever reason, if I have through the crowd active neither the shield or healing will work.
But if through the crowd is disabled it works fine.

Its very strange behavior and feels like a bug.

I did a quick search and found a post from 2014 that mentioned a similar issue with the summoner but it was marked as fixed.
