1.6.6 Boltgun ammo problem(heavy weapon)

Annihilator's Boltgun(HW) consume HW ammo AND normal ammo(shots).
Other 2 HWs use only HW ammo.
Is this bug or intentional mechanism?

Still the case in 1.6.7.
