[1.6.4] Unable to Call of the Ooze below summoning limit

1 Bloated Ooze active, two enemies in sight, 2.6 Mitosis, 1.3 Call of the Ooze, 29 Cunning, no debuffs. Unable to cast Call of the Ooze. One of the enemies is an Annihilator if that matters.

I think it's always been this way? That is, Mitosis gives you an absolute limit but Call of the Ooze won't work if its limit is below the number you have out.

Definitely not what the tooltip implies/states, though.

Seems to be the case. Tooltip needs a rework, then.
