It appears to activate the special effects 100% of the time when using any talent that is neither technomancy nor a spell. Racial abilities, infusions, even the "attack" talent.

I was going to post the same issue. The robe is completely broken at the moment.
Also, possessor 'Destroy Body', a spammable instant is proccing it, so even at 10% it will be exploitable.
