Wyrms were always possible in Kor'Pul vaults and chests, don't see the issue.
Wyrms min level is 25 so it spawned at min level

But why it's so rare?
There is no difference is it exist and legit if it happens once in 5 year lol.
It's first (or at best second time and I forgot about it) I got something like this from chest.

Some things are much more rare than others but you can get almost anything in most zones. A wyrm isn't even the worst you can do here, try a blade or saw horror (had both happen in Kor'Pul vault before xD)
