[1.6 beta 2] Psiblades adds items to hotbar

Deactivating or activating psiblades (including by going to the level up screen) adds mindstar activated effect to the hotbar even if they were removed before, and resets their cooldown, or puts all charms on cooldown if they count as a charm.
