I am confused - sometimes when I start adventurers, I have access to Steamtech talents and tinker stuff, but sometimes I don't!!!
It is really annoying when they are not available.
What would be causing this?

If it hasn't properly logged in yet or is disconnected from the server then the addon likely isn't available when the character is created.
