Unless it comes from an item you can use any instant use talent when sleeping. This is provided so you can use wilds and stuff to cure it, but it also means you can do other stuff like awesome toss.

We've tried so hard to nerf stairscumming yet this never happened

That said, you could pretty easily get killed walking down stairs in current tome so maybe a rebalance is in order first

I guess if you made stairs take time you'd make the elapsed time happen BEFORE taking the stairs, not after.

All actions happen the instant you give the command. But it might be good if the expended time happened between floors for you, but still processed a turn on the floor you were leaving. That last bit might be crap to code though.

Stairs are getting hit pretty hard in 1.5, not sure they need to get hit any harder.
