Condensate on Psyshot applying spellshocked?

I only recently started noticing this on my current psyshot character: Condensate can apply spellshocked. This roll happens independently of the wet effect - there have been cases where wet lands but not spellshocked and vice versa - but the weird part is that it apparently tests mindpower against spellsave for landing spellshocked despite testing mental save with wet. Is this the intended behavior? I find it odd that a mind talent that tests against mental save wouldn't apply brainlock and instead would have a separate check against spell save for spellshocked.
