This has probably been around for the last few versions since fixed cooldowns were implemented. Among other talents (Which gain the appropriate cooldown reductions) The sword Dawn's Blade should reduce the cooldown of suncloak from 15 to 12 (-3 cooldown) However the cooldown is unaffected by the item, presumably because fixed cooldown ignores reductions from any source.
Perhaps as an alternative feature Dawn's blade could make suncloak instant cast instead?
