This seems like an obvious and major glitch, but I didn't see a report of it. Maybe this was intended, but I didn't see anything to indicate that and it feels like cheating.
Steam sustains do not deactivate when your steam is drained to zero by negative regeneration. You can, for example, fight with all your sustains on and when your steam gets low (not that it happens often) turn on your rocket boots and blaze away with impunity as your sustains protect you.
Rocket boots is one of the few ways I've drained my steam without really trying and I was pretty surprised when I could just keep going after my steam hit zero. This trivializes steam management, which is already pretty trivial.
I'm pretty sure this includes all steam sustains, after a little testing, but I can't say for certain.

To be clear, they will deactivate if you use a talent that costs steam (as far as I know) if they take your steam to zero. The sustains do not actually 'use' the steam, they just give negative regeneration. I killed the first yeti boss with just my rocket boots, running around for several turns with zero Steam and somewhere around -7 regent. I had cloak tessellation sustained as well.
I tested it before the patch with saw wheels, same result with multiple other steam sustains active.

Ok, took a lot of testing, but I finally tracked this down by process of elimination. I loaded older characters and they were not affected, which made me suspect it was due to an add on. I haven't been running many since I've been playing Embers, so fortunately there were only a few to check (two of which I made and was 99% certain could not have caused this).
The culprit seems to be Improved Rest Auto , which is unfortunate because I was really glad to have this add on back.
