Tempest of metal seems to hit enemies around you every action, not every turn. If you e.g. combine it with Saw Wheels(200% bonus ms) and just move around them, you hit all enemies 3 times before hit them once with saw wheels.

Combining that with on hit effects like overheat saws can kill single enemies very quickly while just moving around them.

This got changed/nerfed in 1.0.2,. and Tempest of Metal now only proc's when you attack an enemy.

Yeah, much better now. Stacking movement speed with that + on hits effects was a big abuse.
