Time Warden can't see prides on map
Recently had some issues with my Temporal Warden getting stuck. Sent the save file in, it got fixed, continued playing. Then I died in Gorbat Pride and the game has been really messed up.
None of the prides appear on the map, nor does the armory. Even standing on the space where 1 should be generates no message.
The jeweler in Gates of Morning is gone (which sucks because I found the book for him!)

I have a hunch as to what might have caused it. I was running a registry cleaning program (called Advanced System Care 9) at the same time I was playing the game. During the cleaning sessions it said it was doing something with steam files for 'privacy', don't remember exactly what.

Hmm. There shouldn't be anything in the registry that messes with stuff. A log from directly after one of those crashes could be helpful.
Given that it is happening with all characters (at least from what I understood) you could try to backup the world.teaw file in the main save folder then delete it.

te4_log.txt, in the same folder as wherever your exe is.

So, I had this game on my PC before I got it on steam. Updated that version in my games folder, and all my characters are the same as the progress they made on Steam, and it loads without issue.
But the Temporal Warden still has the problem of no Orc Pride locations visible on the map and no Jeweler NPC in Last Hope.

Hmm, that's info from debug.log not te4_log.txt.
If things work in the non-steam version but not the steam version then you can try two things. One, validating the files through steam to see if something is missing/corrupt. Two, try disabling the steam overlay for the game. Although why suddenly this would start happening but only with the steam version is a mystery.
As for the particularly affected save...do you have steam cloud saves enabled for the game?

Re: Game crashing when exiting or going to main menu
EDIT - After being able to play last night and today, now it's crashing again when trying to load a character. Sometimes crashes even when I exit from the title screen. Disabled addons, disabled all shaders, no luck. When I was able to play, my oozemancer was a rotating white square, lol.
Validated the game, everything checked out fine from that. Cloud saves were disabled (guessing by the registry cleaner program while I was playing that screwed things up), I enabled them in game and restarted Steam, which synced up.
Temporal Warden still can't see prides on map or access them, and Jeweler is still missing from Gates of Morning.

I asked about cloud saves because they are off by default as of 1.3. They caused serious issues for some players, and the messed up save issue sounds like some of the things that were caused by it.
Hmm. The log doesn't (to me anyway) show anything out of the ordinary. You can add --flush-stdout to the launch options of the game in steam. This might get a more complete log up to the point of the crash.
Also, did you try my suggestion to backup then remove the world.teaw file in your main save folder?

Nothing you do to your files will restore missing locations in a save file. Just in case you are expecting it to. The only fix to that is to send the save to Stunt.
Removing the world file is for stopping the game in general crashing when loading.

And now it seems to be working again. I logged off the Steam profile (but still launched the game from Steam), and all my saves loaded and I was able to play. See if this continues to work or not. I thought I tried that before and it was still crashing, hmmm.
Now it's crashing every time I try to load a save again. Was able to play for a while. Now it won't let me log in with steam, keeps acting like I don't have a profile yet. I click on login on the main Tome screen, and it asks me to register.
