Crystal's Astral Bindings not giving +0.20 Negative energy

When they are off I have -0.20 negative energy when above the default given by twilight. When the gloves are on, it doesn't change anything with the same value for negative energy per turn.

I'm confused shouldn't I be at +0.40 when below the base set by twilight and -0.00 when above it because of the gloves?
