Effect is apparently set to 'magical' type instead of 'other', allowing it to be stripped from the player.
This doesn't seem intended for a player-only effect that is generally used as a last resort when it comes to combat.

Also, it being a magical effect doesn't make sense, since the Rod of Recall is powered by Sher'tul and not arcane.
