Unlocking Ogres: Director Hompalan never spawns

Operating System: Windows 7
Game Version: 1.3.1 (only version that has been installed so far)
Playing Offline

I've done several runs (5+) through the ruined halfing complex now and Director Hompalan has never spawned (including runs when I've been playing as Shalore and yes I've gone through all 4 floors of the halfling complex thoroughly with the Shalore runs).

Edit: Nevermind, it looks like this was an old bug that was supposedly fixed. I'm guessing I have to be playing online or not through steam in order to have the bug fix.... that or it's not actually fixed. and I can just work around it for now (i.e. avoid clicking on the library of lost mysteries until after I do the ogre unlock quest).

I've the same problem - playing as TW Shalore I cannot find Director. The point is, I don't even have Old Conclave Vault lore unlocked, but still Hompalan never spawns.
