[1.3.1] Grisly Constitution badly bugged

Rather than reducing procs from your offhand, it halves ALL of your proc damage when dual wielding a twohander and an offhand. Including even the mindslot procs! This makes it a lot weaker than advertised.

Also is the -20% all power applied before or after rescaling?
