[1.3.1] Celerity 0 turn duration
It seems the paradox spellpower scaling might be doing something weird, as setting paradox below 300 causes Celerity (level 1 at least) to last for 0 turns and be totally non-functional.

I put a min duration on the scaling function for next release.
