At-will anomalies
Currently, equilibrium failures, chronamancy anomalies, and the like, are rolled for prior to targeting. This has been an issue in cases where the screen gets stuck (in some resolutions, scrolling to the right and/or down is not possible with the mouse while targeting a talent) and the player would need to cancel the targeting to reposition the screen, sometimes resulting in a failure on the second attempt to target after succeeding the roll on the first attempt. With the 1.3.0 chronomancy rework, this is now exploitable, as a player with at least 1% anomaly chance can simply keep cancelling the target and re"cast"ing the spell as many times as necessary until an anomaly is rolled.

The anomaly code uses a turn proc that should prevent this. If this occurs in practice please let me know because last time I tried to create an anomaly at-will I wasn't able too... but I may have tinkered with the code since

In practice. I just verified it with a level 1 Paradox Mage, using Repulsion Blast, after tuning to 450 paradox. After cancelling the target cone 11 times, pressing the hotkey the 12th time triggered an anomaly.
