I have it at effective talent level 3.6 (raw 3), says it will reset 5 talents of tier 4 or less.
My only cooling down wild talent was Elemental Split, which I have at effective talent level 6.5 (raw 5).
It had 8 turns left. Nature's Balance reset it.
So it seems like either the tooltip is wrong (maybe it used 2 out of the 5 resets to reset a tier 6 talent?), or there is a bug?
EDIT: Also, it won't reset Eldritch Stone, even though that is a wild gift? (It is at talent level 1, won't reset it even when it is the only thing cooling down.)
And it affects rock walk, but not rockswallow? (Both talent level 1)
EDIT 2: Ah, found someone saying that indeed the tooltip is misleading.
It resets that many talents of up to [raw talent level] tier, where tier isn't the talent level, its the depth in the category tree.
(So my level 3 Nature's Bounty will restore up to 3 deep talents.)
Tooltip or effect of Nature's Balance is wrong

Re: Tooltip or effect of Nature's Balance is wrong
Yes, for all the "reset X talents" skills, the "tier" is the progression in a given talent category/ Tier 1 is the first talent you get in that tree, and tier 4 is the last talent. I wouldn't say the wording is misleading really since tier and level are not the same thing in this game.
Re: Tooltip or effect of Nature's Balance is wrong
It is still misleading though that when I have it at raw talent level 3 it says it will reset tier 4 talents, but doesn't (only tier 3 talents & below).
Re: Tooltip or effect of Nature's Balance is wrong
Yeah, there's a very small number of things that are based on raw talent level.
Unfortunately these are really not exposed well. Maybe someday.

Re: Tooltip or effect of Nature's Balance is wrong
You have to keep in mind that level is not tier though. Your talent level has nothing to do with these abilities. It's like how your character can be can level 1 through 50, but your "tier" is elite. The two concepts are not related. It's understandable that a player might be confused on this concept, but it's a matter of learning the game's terminology. I can't think of a way to rephrase the talent description to make it more clear while still being concise.
Re: Tooltip or effect of Nature's Balance is wrong
Effigy--I think you misunderstood me.
I think I fully understand you now--the first talent in a category is tier one, the second tier two, etc. Regardless of raw, effective, or any other talent level.
My concern: Nature's Balance at effective talent level 3.6 (raw 3) said:
Resets [X] cooldowns of tier 4 or lower.
However, when I use it, it seems to actually do this:
Resets X cooldowns of tier [Raw Talent Level] or lower.
I.e., it did NOT reset any tier 4 talents, only the first three talents from any Wild Gift tree.
