tallent card incompatible with hourglass

After i finally found how to rescale the talent tab, an unexpected problem occurred.

when hour glass shows up, it looks like its behind the command card, but when i try to click abilities in its area, it instead decides to "move to that tile". hourglass somehow blocks the command card, which i am prety sure is not supposed to happen.
i can still "press" the button instead of "click", but its a bit annoying to remember, amd problematic if i don't.
(and i refuse to reshape it again, its not that often)

below is attached a print-screen of a random character to show my talent card, and a red box placed where where hourglass should normally appear.

and for people who still don't know how to (i played half a year, or more, without knowing).
press the "lock" button in the bottom right corner. this should unlock all the UI elements. there should be a + in a circle.
Left click (and hold) to move. Right click (and hold) to rescale.
