[1.2.5] Pitiless is having no pity on me. Help!

Doomelf brawler in roguelike normal 1.2.5.

All i want is to concuss people and then lengthen their recovery time.

At first, I just try this on everyone. But Pitiless doesn't seem to extend any negative effects... And it doesn't shorten beneficial effects either. It seems to do nothing.

I realize spell save can stop it. Okay, I assume it's scaling off my weakest stat, magic, or spellpower (8 or 11.)

I hunt down 25 test subjects who have 6 or lower spell save and who i don't one-shot-kill. This takes a while. Usually, they have Slow on them, often with other mag/men/phy effects, pro and con.

Pitiless. Never. Does. Anything.

I have a lot of training in statistics, but I'm not gonna use any of that, as 25 in a row is crazy unlikely, given how I understand saves working.

Is pitiless scaling off of like, half my magic? Anyone have any idea why this skill does nothing?

Still pretending that anyone cares about this, I did further testing after boosting my spellpower to 62. Against ten opponents with spell save of 10 or less, Pitiless still did nothing. I call shenanigans.

I've never bothered to try the skill because I assumed it would fail the save check too much, but I would like to see this get fixed.

Or better yet, change the skill into a non-resistible effect that reduces all the target's saves and immunities. This would make Doomelf attractive for classes that rely on applying debuffs (such as Reavers/Corruptors), which is a spotty prospect currently.
