[1.3.0] Character creation dialog has strange scrolling

If the details pane of the character creation screen has too many lines to show at once, it will automatically start scrolling up and down. This is fine, except it does this even if you have the cursor in the pane and are manually scrolling. Essentially, the auto-scrolling fights you if you're trying to scroll manually or keep it scrolled to a specific spot. I recommend disabling the auto-scrolling when the cursor is in that pane.

I checked v1.2.5 and it didn't have this issue.
