Flexible combat, unlike what many think, appears to not ever proc flexible combat. Sheila said (paraphrase) that Darkgod wasn't intending it to be this way.
To be clear, assault can proc because it does normal attacks after the shield hit, but the other shield skills cannot proc flexible, and the assault shield hit can't. If this is working as intended just delete this post.

bumping this since it's still in the game and I thought it was a super bummer of a bug to run into as certain classes.
