This happened yesterday to a character now dead. I was fortunate enough to find two similar rings -- they were both something like 'hateful rings of misery' or somesuch, each with a power that did something like 'attack with bleed plus reduced enemy heal' if I remember correctly (plus gloom and bleed, if I recall correctly).
Anyway. The rings were both nice, but as soon as I used one power both went into cooldown, not just one. I don't know if this is intentional to prevent dual wielding rings, but it felt off (since I imagined my character being all pow pow with the dual rings... but no such luck.)

You'll see the same effect with a Totem or Torque or Wand. The ring should say something like "puts all Charms into a mmble-mmble cooldown".

Oh, that makes sense.
Since it reads as 'charms', I mistakenly thought it meant charms that went into your charm slot in your inventory (bottom right) and didn't realize it meant all items/rings/etc.
