Just detected this: For any character who does not already start (auto-assigned birth points) with at least 1 point in armour training, putting points into it later will allow armour to be equipped, but the hardiness increase / critical decrease values stay at 0, no matter how many points are invested.
Edit: Confirmed for cursed and reavers.

Can you make sure you are actually wearing heavy armour? More than one person in the past has reported a bug like this with armour training, but note that these bonuses only activate if you are currently wearing the correct equipment. So this is the first thing to check.
